Heilongjiang University is the first in Heilongjiang Province and one of the earliest in China engaged in teaching Chinese as a foreign language. Heilongjiang University has a wide range of disciplines with good advantages and a total of 33 colleges covering 11 disciplines of literature, history, philosophy, economics, law, science, education, agriculture and art etc and is authorized to confer doctorate, master’s and bachelor’s degrees with more than 35,000 students. Teaching Chinese as a foreign language at the International Institute of Education and Culture of Heilongjiang University started in 1981 and the comprehensive strength ranks first in Heilongjiang Province and high in China. It had cultivated more than 10,000 international students from nearly 90 countries around the world as of the year 2014. The average annual enrollment of short-term and long-term international students is more than 2,000, the percentage of undergraduate and postgraduate students has increased to 60% and there have been year-on-year increases in the number of students with various scholarships. The institute recruits postgraduate and undergraduate students and students for further studies from all over the world and all specialties can recruit international students.
Heilongjiang University is located in the beautiful city of Harbin, a Mandarin language area and an ideal place for learning standard Chinese. Heilongjiang University offers scholarships for international students who study at the university.

1. Categories of Scholarships

Three scholarships are available for international students: the Principal Scholarship offered by Heilongjiang University as a member university of Shanghai Cooperation Organization, the scholarship for outstanding self-financing students, and full-attendance scholarship.

1. Scholarship levels and Criteria

The Principal Scholarship offered by Heilongjiang University as a member university of Shanghai Cooperation Organization
Scholarship students are exempt from tuition fees and on-campus accommodation fees. In addition, they are provided with 3,000-yuan (RMB) monthly living allowance and the comprehensive medical insurance for international students in China.
The scholarship for outstanding self-financing students
The first-prize scholarship for outstanding self-financing students: 6,000 yuan (RMB) per year
The second-prize scholarship for outstanding self-financing students: 4,000 yuan (RMB) per year
The third-prize scholarship for outstanding self-financing students: 2,000 yuan (RMB) per year
The full-attendance scholarship
300 yuan (RMB) per semester
III. How to apply
The Principal Scholarship offered by Heilongjiang University as a member university of Shanghai Cooperation Organization
Applicants must fill in and submit the following materials truly and correctly (in duplicate).
1) the Application Form for Heilongjiang University International Student
Applicants should fill in the form in Chinese, in English or in Russian, which can be downloaded from the website of Heilongjiang University(http://www.studyathlju.com/Table/).
2) Notarized highest education diploma attained
If applicants are students or employed, they should provide proof of student status or proof of employment respectively.
3) Study or research plans
Detailed study or research plans (additional paper can be attached) are required for applicants in Chinese, in English or in Russian.
4) Applicants must submit two letters of recommendation by professors or associate professors in Chinese, in English or in Russian.
5) Photocopy of Foreigner Physical Examination Form
The form is printed by the Chinese quarantine authority, which applies to the international students who will study in China for more than 6 months and should be filled in English.
The medical examination must cover all the items listed in the Foreigner Physical Examination Form. Incomplete forms or the forms without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicant are invalid. The medical examination results are valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.
The above materials shall be submitted to Heilongjiang University by the applicants by June 30 of the intended year of study
The scholarship for outstanding self-financing students
The scholarship is open to the international students who have studied at Heilongjiang University for one year or more and who have had excellent academic performance and actively participated in the campus activities. Those who have records of absence need not apply. Applicants shall apply to the Office for International Student Affairs with the recommendation from class tutors at the end of June. The jury will assess all the applicants and determine the winners.
The full-attendance scholarship
The scholarship is open to the international students who have had full attendance in all the courses for the semester. Applicants shall fill in the Application Form for the Full-attendance Scholarship, have the completed form signed by all the teachers, and submit the form to the Office for International Student Affairs.
